International Mobile to Mobile help

i have uncle canada visiting in australia , he's trying call daughter in canada mobile mobile +1(905)******* number can't thru. have tried using mobile call other mobiles in canada keep getting same "the number have dialed not in service please check number , try again or call 1221".

have called 1221 , have tried call number , same message , bell mobilitys problem not telstra.

when tries call canada can't thru using mobile

@ point can call mobile land line, isn't convenient

wondering if else having same problem, , can call mobile mobile outside of australia , canada canada? see if it's telstra or bell mobility issue
