Translucent Menu bar not always loading...

sometimes when boot, menu bar totally opaque. then, when open app, switches back. why happening? kind of preference files controls this? happens when make new user well. help?

 

*update- unchecking , restarting, checking , restarting translucent menubar option fixed it!
