Library and Application Preferences

hey guys, new mac osx these may stupid questions but...

installed photoshop cs5.5, although ran adobe uninstaller remove it, , few days later wen't uninstall program, , navigated called library, in there saw folders called adobe cs5, , files 'photoshop' in name, presume these preferences etc. deleted them.

damage system? in 'library' folder damage system if removed?
