Do you have to activate the 4G right away?

i want buy 16gb 4g new ipad mom mother's day (i know i'm thinking ahead) because has no computer , seemed enjoy ipad 2 when had it. well, lives there pretty open wifi connect to, , think use often. want buy 4g model in case.

can buy 4g ipad , not activate cellular data until later date when need it? or have activate @ first, , cancel afterward?
