Incorrect time

my wifes ipad 2 16gig wifi displaying time incorrectly. 1 hour off. when go settings time set "automatic" , time zone set "chicago". can manually set eastern time zone when set auto switches chicago time.

how can let ipad 2 know in ct, not il?

 

my ipad has similar problem. it's 2 minutes ahead. can set manually, advances 2 minutes when auto selected.
