How do i add playlist to device?

i done before, won't let me make new one, when press new playlist creates in itunes not device.

how come can't add directly phone anymore?

 

well, playlists added in itunes, can see...but have go iphone's tab within itunes, click on music , click playlist want sync iphone.

(i not in front of mac right now, that's general procedure...itunes controls appears on accessories. )
