Will a Verizon LTE iPad III work on wifi without "activation"?

i close ordering new ipad, either strictly wifi or verizon lte. order direct apple. unsure whether should go $130 or , lte model. assuming can , not activate lte verizon when unit arrives, , use on machine, other apps, et cetera, built-in wifi capabilities. i'll leave lte unactivated.

i'm figuring lte built in make unit more valuable if resell sometime in future, wild-assed guess on part.

you don't have activate 4g lte feature! can use anyway you'd like! plan pre pay month try out, don't have to. buy 4g model , don't back. saying can afford , plan use it. happy trails!
