SIM Card and Account [AT&T]

is account/activation sim specific? also, there special new ipad ipad sim card? thinking doing these 2 kind of scenarios:

1) have hotspot on account. remove sim card device, , insert new ipad. ipad have cellular capability , access account?

2) add new line parent's account. ask at&t make sim card in new ipad phone when adding new line.; , create data account.

in short, i'd rather not have new ipad activated , have account on it's own. want added existing account.
