Question re: rate plans for new iPad (HD or 3)

i considering purchasing new ipad 3 , letting husband have ipad 2 3g. know expecting new ipad offer lte. involve more expensive rate plan use 4g/lte current plans offered 3g coverage on existing ipads? example, pay at&t $25 2gb data ipad on month-by-month basis. don't need other wifi there times when need 3g coverage traveling. i'm not sure want spend more i'm spending ipad data, though, , uncertain know how 4g rate plans work at&t , verizon. deal breaker me.

nobody knows until rate plans announced carriers. don't see being cheaper, though.
