Could not activate cellular data network - Verizon iPad

i have post paid verizon data plan use usb stick , laptop. cut sim card today , made micro sim. now, when plug ipad, gives following error.

not activate cellular data network

things checked based on search results.

1. prl date.
2. tried reset network settings method.
3. tried re-provisioning (waited 10 minutes , did reboot).
4. tried clear settings.

in order verify did not make sim dud while cutting, plugged usb modem , works great on laptop.

top left hand side shows "verizon 3g" approximately 3 bars.

ideas on how can resolve problem? thanks!

 

there's apparently no way (that know of). exchanged ipad, tried tried , on phone verizon 20 minutes. if you're not able log in username when go cellular data in settings (the option shouldn't there...) you'll have call. i'm pretty sure activate sim assigned hardware device. wrong though.
