Resolved Drag And Drop - 5 Second Delay? (Safari, Photoshop, etc.)

every time try drag tab in safari new window, literally waits 5, not one, seconds appear in new window.

have tried updating mac , re-installing safari, issue persists...

ideas?

(this happens when try right click tool in photoshop select 1 of its' variants)

problem right zoom. removed , working
