Help. I have Blank Windows on my iPhone

ive been having problem while , im tired of it. have deleted them , when lock phone , open come right back. , no not have deleted apps , need move them over. have not seen before or ben able find answer. took screen shot on phone people can me. oh , when click blank tile opens safari blank page.

 

sounds it's time restoration. connect iphone computer, open itunes , click restore button. make sure you're backed first.
