Red Pocket + 4S: No Cellular Data

i having trouble getting cellular data work on 4s.

until today using gophone at&t, no data. 4s 1 of "off contract," unlocked (i saw congratulations message when first plugged itunes). saw red pocket had $49.99/month plan included unlimited talk + text, , 250mb mobileweb. since paying same amount month gophone, without data, decided switch.

bought red pocket (rp) sim callingmart via ebay. set myself $49.99 plan, activated phone, , configured data (i had install rpmobileweb profile set apn). no data.

contacted customer serivce 4 times, 2 phone , 2 chat. let me tell you, others have said red pocket's customer service true -- suck. instead of giving blow-by-blow of of conversations, i'll summarized i've tried:

* uninstalled rpmobileweb profile , tried configure settings using unlockit.co.nz website.
* have turned off , turned on phone number of times.
* have restored phone twice.
* put in t-mobile pre-paid sim, manually changed apn settings, swapped sims while phone still on. (note 1)
* have jailbroken phone (something didn't want do), downloaded tetherme apn edit app, , manually changed apn settings. (notes 1, 2)

note 1: did last 2 because "cellular data network" option not appear (in settings->general->network) when use rp sim. i'm told it's supposed appear. does appear when use t-mobile sim. doesn't appear when used old at&t sim.
note 2: on conversation csr#4. told if "cellular data network" option doesn't appear, need jailbreak phone. surprised csr mobile company suggest that.

i'm thinking rp sim defective, csr#3 said cannot request rp sim, "because [mine] working". csr#3 suggested try rp sim in unlocked phone. uhm, how supposed that? don't know of has unlocked phone right now.

asked csr#3 if able , still can't data, sim rp. said, "as long sim card not working, may request new one."

i'm quite frustrated dealings 4 csrs. guess i'm asking people here 2 things:
(1) if here using rp + 4s, "cellular data network" setting appear? phone jailbroken?
(2) other ideas should do?
