wifi speeds slower on new ipad vs iphone 4s

im trying figure out why speeds on new ipad slower on wifi vs att iphone 4s under wifi. have time warner can 30 down. if speed test on phone can 30mbps on wifi. can same on ipad , can 10mbps? why? seems apple has software issue this. many of times ipad slow , rather use air surf online things. have noticed using sprint iphone 4s can 10mbps. tells me apple restricting speeds. can't believe att phones ones can true wifi speeds.

 

wi-fi capability should same on ipads , iphones regardless of network carrier or country of origin. doesn't have cellular connectivity. here in uk same wi-fi download speeds on both iphone 4s , new ipad.
