Start new AT&T Plan with Used Phone?

i planning make move at&t, , given iphone 5 might greatest thing ever in universe, when comes out.

need transition at&t before happen, therefore planning on picking older iphone ebay or wherever , using until 5 released.

so, question is: work? let me new customer come own phone such can contract price new phone when released?
