Blurry horizontal lines on exported Final Cut Pro footage. Need Help!

i'm getting these annoying blurry horizontal lines appear on footage when try export in hd. ive tried countless of different types of exports (h.264, apple prores 422, hd 1080p25) nothing seems work.

footage shot in 1920x1080 , @ 25fps. have looked @ countless tutorials none work.

noticed it's in areas of movement , on clips have filters on them. i've included screenshot of clip exported , 1 not can see problem.





please open them can see close , see issue.

have idea , how fix it?

 

it's interlacing problem.

format editing (25p, 50i), camera shot ? using export ? editing ?
