Giving new iPad as gift with data plan?

my dad has original ipad , want him new 1 when comes out. can buy without plan , switch existing data plan new ipad once has been given gift?

yes, make sure buy him ipad carrier has plan on. can disable thte current ipad , sign new device. cancel last day of biuling cycle , restart there after. not sure if can split months? assumes month month access have on att. not sure if ther other types of data plan shold check out.
