PDF issues on ipad2

hello all, seem having issue , apologize if has been discussed previously. when try access pdf files on web such class notes or syllabus can fit on screen. cant scroll down or access rest of file in way. wondering if has experienced , if there fix. thank time.

 

have tried 2 finder scroll, scroll or down 2 fingers on screen.

alternatively use app such goodreader has built in browser possibly allow download pdf file.
