iPhone Service experience in Shanghai

hello,
living partly in germany , shanghai, brought iphone in germany(applestore), scratched display during time in shanghai.
not scratch, going apple flagship store in pudong/shanghai. asking repair, willing pay repair, - apple heer in shanghai not willing repair phone because not brought in china ...
thinking request repair of phone quote resonable , not unsual. think can happen iphone has problem abroad , need fix it...
question, broken iphone repaired in country brought ? thats sounds quit odd.
have idea how can convice apple china repair me?
