Create a new account using old user account settings

hi,

have been having problems program doesn't run on main user account , i'm tired of trying fix don't understand want move on next step.

said program doesnt run on mian account no issues when run different user account.

create new account how transfer setting old account programs such iphoto, itunes etc continue work, if possible.

there way i'm describing above?

can kind , show me best way acomplish this?

what want i've done.
try fix permissions using disk utility first.
if not work, don't need transfer every things, otherwise may not fix problem.
create new account , copy documents new home folder, , copy libraries itunes ,iphoto ...
these should work fine, after can delete old account.
