New Admin User Account

hey! in process of setting old imac (getting new 27" tomorrow) sell on ebay. running os x lion 10.7.3 on imac 2.8 ghz intel core 2 duo (4 gb ram).

problem:

plan delete old user accounts (securely) , created new administrative account buyer. have tried several times create new admin account when attempt log in account, spinning beach ball.

have done several things trouble shoot it: changed standard account (and able log in weirdly enough). deleted , created admin account , had same thing happen... have tried restarting same results. enabled guest account , able log in there well.

suggestions?

why don't clean install os mac came (or mac os x 10.6 snow leopard @ least)?
mac os x 10.7 lion tied mac app store (mas) account, if upgraded imac lion yourself.
