iPhone 4S refusing to call

hi all, has had problem of typing in number, pressing call , nothing? @ same time refuses receive call, when press voicemail button attepmts call freezes on calling screen forcing closure of call app.

 

out of curiosity, think more of hardware or software issue? i'm thinking hardware issue software cannot understand issue.
