IOS 5 No Modem Firmware, stuck on searching

ok have iphone 4 on ios 5.0.1 (9a405)
model: mc318ll
modem firmware ________ nothing!
should show signal (3g, e whatever) shows searching 24/7
sim in sim out same ( have tried 3 different sim cards)
seen ? great

restored number of times nothing changed issue
