Cannot Load Contacts

when log icloud.com email , calendar work, when click on contacts says, "cannot load contacts". why?

email auto complete email addresses, contacts not working, won't. seems working fine except contacts. contacts on mac , ios devices sync fine well.

 

today working fine. weird.
