Do I need to pay for data plan on verizon to get activate LTE?

checked coverage map , area (diamond bar, ca) says in verizon lte coverage. have not paid data service yet, hoping through signal lock me determine if can lte service @ home. wondering if lte/4g symbol @ top come on , activated when sign plan?

so far, answer has been yes, device must provisioned on lte network.
