Time machine just "preparing"

just under month ago time capsule ran out of space. understanding when happens time machine starts deleting old backups, has done in past.

time has not deleted anything. deleted several of older backups via time machine interface , still isn't backing up

there anyway fix problem without wiping out backups, have idea why time machine isn't automatically deleting older backups suppose to?
