iPhone 4s error 21 and 1600, tried everything

i've been reading around hour or trying different things (editing hosts, dfu, ireb) , having no luck. if fix 1 error, jumps other. 2 errors i'm getting @ 21 , 1600, have verizon , i'm on mac if helps any.

appreciated, got thing not long ago.
