looking for PDF annotation app for iPad, requirements..

here's requirements:

1. able highlight , add in comments

2. thing worries me try high lighting, instead, page moves instead of highlighter. kind of scroll lock feature needed

3. ability export pdf file (or doc) easily

4. optimized high resolution (ipad 3).. although not expect capability yet..

5. preferably free, if none exists. or exceptional paid 1 exists.. i'll willing consider it
