Television advertisements advice

my question unfortunately vague i'll start out short explanation of going on.

know, local television commercials pretty crap though there exceptions. while had idea might fun try market. i'm 17 years old , don't need money i'm pretty serious hobbyist , thought fun. idea talk local car company advertises on tv , call them up, offer make them free commercial long considered me future ones, or make them commercial , chose buy or not. never did plan till when i've started talking friends doing this. i've done research has not been informative. issues don't feel equipped handle distribution television companies , have no clue how works. if talk car company , make commercial , commercial (and big ifs lets assume purposes of discussion i'm not idiot , capable of making decent commercial [i have read fair amount advertising , taken classes it's not totally unrealistic assumption]) then... what? do after that, how work? should give now?

i'm asking advice or previous experience. format need output in, know i'll need things minute of bars , tones or whatever , timecode but... how work? possible?

(i don't want end being discussion of whether or not have clue how make decent commercial, if can't car company won't buy , won't issue)

 

what editing application use? , have talked local tv station, 1 broadcasting commercials, formats accept?
