Phone stolen, got new phone, Receiving i-message sent to stolen phone?

i read before people, when phone stolen, knew stolen phone still receiving i-messages intended them. in different situation, possible?

here happened

1) phone stolen
2) locked phone remotely, thief turned off before wiped it
3) purchased new i-phone, de-activated old sim , activated new 1 in phone
4) changed of passwords (including apple id)
5) week later, got i-message (on new phone) random number in same area code, directed @ person saying new phone , needed password it.
--> (so, guessing thief using phone, gave/sold theirs else...but possible?)
6) thought crazy coincidence wrong number, did not reply.
7) week ago got text same person random same person. person know had wrong number if no reply, there few months gap between 2 texts.

possible?? other threads saying stolen phone receiving i-messages meant owners "new" phone. situation me, owner on "new" phone, receiving text messages meant else on "stolen" phone (so think).

ps - why did not reply texts: assumed not possible, , in case, did not want tip off thief.

its possible......i dont want have friends
