Mac Outlook 2011 in Lion set China Timezone as UTC+9

hi,
have gotten calendar invite client. when accepted invite, start time of event wrong. when study invite ics file, states timezone of event set china utc+8. when accepted invite in mac outlook, timezone has become china utc+9.

have check mac timezone, mac outlook timezone, are in proper.

question why has china utc+8 become utc+9 ?

have tested same ics file opening in mac outlook in snowleopard, , can correctly show utc+8.

there problem mac lion ?

dive in more, see icalendar ics file giving problem. looks mis-interpretation of utc+8/9 due dtstart date in ics file. below date 2 ics file, , can see china dtstart 1950xx, while singapore dtstart 1970. if change dtstart 2009, mac outlook (on mac lion) timezone correctly, , utc+8 both china , singapore.

know should dtstart value both china , singapore ?
