Activating iPhone 4S with Foreign SIM to Unlock

hi, read posts in forum turning on at&t iphone 4s first time foreign sim automatically unlock phone, true or able confirm that?

contract , thinking of upgrading 4s (without knowing when iphone 5 out) keep unlock function. wonder how at&t users able iphone 4s unlocked doesn't seem allow at&t users purchase unlocked version of iphone 4s when renewing contract.

i doubt this, otherwise getting carrier subsidized iphone unlocked.
