iPhone 3GS Shows Charging But Isn't!

hello!

have pretty old iphone 3gs. phone isn't on contract nor have warranty.

problem: iphone shows battery charging bar isn't raising. looks stuck @ 10% fast dying power. tried plugging in 2 different iphone chargers , not increase charge. however, both chargers work on brothers iphone 4.
plugged computer using usb cord , shows charging doesn't charge.
thing situation long plugged computer, although battery @ red, doesn't turn off.

also, wondering if there problem battery if have them replace in-store rather sending in? or order own battery , replace myself?
