Ipad 2 Verizon vs. AT&T choice question

i shopping on craigslist used 64gb ipad 2 3g.

prices vary, low $450, seems suspicious price; perhaps hot goods.

anyway, question difference between at&t , verizon ready ipad.
travel , imagine 1 day land in country want buy local sim card use in ipad.

possible both versions of ipad? assume verizon edition not have sim slot, right?

also, these ipads unlocked, unlike iphone apple sells in us?

in advance answers.

 

$450 on cl possibly not low, if out of warranty now. @ completed sale prices on ebay , consider each seller nets 88% of final bid price.

verizon ipad2 not have sim slot , cannot used away cdma networks. (the new verizon ipad have capability, ipad2 verizon not)

at&t ipad1's , 2s not carrier locked , can use alternate sims. there's no reason expect 3rd gen locked either there's no carrier subsidy.
