iPhone 3GS is in constant restore mode, will not be detected by USB

hey guys, first post in these forums hi
having serious issues 16gb 3gs, after dropping in water time week ago. has been in air-tight container of rice ever since, , when plugged computer started restore it. @ 3 quarters of way through, there error , iphone not recognised in itunes point on. cannot turn iphone off either, due phone still thinking being restored, when not plugged in. make things worse, usb device manager says "usb device not recognized". can please give me advice me have restored? appreciated
