Problem setting up new iPhone 4S

i keep getting stuck @ "set phone" page in itunes. got iphone 4s replaced apple under warranty , trying restore backup made of old phone. have done on 6 times now, each time says phone restored , need wait 10 seconds phone restart, when itunes goes right "set phone" page.

when go phone itself, can see contacts, messages , photos have restored none of apps there.

can tell me problem might be?
