Problem with quick access to camera

i've searched this, couldn't find on it. sorry if overlooked something!

have iphone 4s (oct. 2011) , updated latest ios release. problem happen before update, rarely, , quick press of lock button seemed reset issue. basically, when click (or double click, same issue) home button quick access camera, won't let me anymore. i'm attaching screenshot of looks like. when tap camera icon, screen sort of bounces 1/4 or so, , can see camera app behind lock screen, if makes sense.

ideas?
