mini G4 won't bring up Startup Manager

hi folks,

mac mini g4 has been acting weird of late, , i'm attempting reinstall os x firewire drive, 1 of weird things found it's doing won't boot startup manager. if boot while holding option key, brings attached screen. it'll sit there hour glass 10-15 minutes goes normal mouse cursor. if click round arrow (retry guess?) cursor goes hour glass 10-15 minutes.

afraid have hardware problem, hoping more knowledgeable me macs have idea.

does mac boot internal hard drive @ all?
