glue on the vibrate switch-iphone 3gs


i bought iphone 3gs (new, not used) , on mute switch found glue (or similar). normal, switch made of 2 parts wich glued, or broke , glued before selling it?
 

1) hope it's glue
2) no, it's not glued
3) can move it? work?

take lots of pics, try use it. if doesn't work, try refund.
