Can't redownload from a different appleID?

the main appleid use in house mine - used apps , musicnetc. wife has 1 occasional music purchases japanese itunes store.

logged account today i've done plenty of times before, wanted me sync songs she'd bought ipod. ipods in house sync off 1 computer.

when went 'purchased' items,nand clicked cloud icon, itunes warned me computer assigned appleid , if switch, wouldn't able switch 90 days. the? can login account , buy things no problem, seems limited redownloads - what's difference?

there no way around this? no have mess transferring files across computers usb sticks etc :/
