Unable to detach iphone 4s wifi hotspot

hi.. have problem iphone 4s wifi hotspot.. when switch on wifi hotspot on iphone, ipad took long time detact n connect, if both devices side side.. sometime, cannot find hotspot on ipad.. ipad have no problem tether via bluetooth. please me in matter.. thanks!

 

reboot iphone. same thing happened me. restarting iphone fixed it.
