IOS 5.1 Iphone 4s 3G Switch getting ON!!!

friends
have phone 4 , 4s, both updated 5.1, in 4s stay 3g switch off whenever restart phone enables automatically...strange problem or maybe kind of bug, if have idea please let me know fix this

 

it's bug. behavior happens on every iphone 4s ios5.1
