3g data not working after JB!

several posts indicate sbsettings culprit. 3g showing on status bar, i'm not connected data. i've tried toggling cellular data settings. i've reset network settings. tried remove sbsettings, got residual icons left on phone, still no data. fix!!

 

what carrier?
