24hr Time not going back to 12hr time?

i put on 24hr time , switched 12hr time, time @ top 12hr time when iphone 4 locked...the screen shows 24hr time?

tried switching them on off there's wrong...it won't go off of 24hr time on lock screen , previous call list showing time 24hr though i've got 12hr set on.

ideas?

 

did try restart or hard reset after changed setting?
