iPad syncs apps in only one direction

i use 3 iphones , 1 ipad. ipad has problems.

after full erase contents , restore new device (not backup), erasing itunes backups of ipad , icloud backups well.

i've synced mac , icloud, synced not wifi , wifi. i've repaired permissions well. i've exhausted thoughts now...

can sync using itunes install. works in direction. however, if delete app ipad or add app ipad - sync wipe out apps added.

apps added or deleted itunes on mac sync fine, apps added or deleted ipad home screens / app store, etc - not sync.

thoughts? i'm @ loss here..
