Any way to access SBSETTINGS while in apps?

not sure if it's ios 5.0.1 or if it's latest version of sbsettings. able access sbsettings via swipe on old iphone, can access home screen. has there been change or there setting i'm missing somewhere? always!

 

have gone through settings in activator?
