Is the 4G from Target compatible with both VZ and ATT networks?

i got white 4g target. when asked verizon version, sales person said there 1 version , compatible both networks. true enough, 1 bought apple says verizon on box sticker, 1 got target not mention either verizon or att. says:

md371ll/a ipad wi-fi 4g 64gb white

else version?

 

that's at&t/international model. not work on verizon.
