iPhone not receiving notifications

i have 2 apps,app advice , instacast installed on on iphone 4s , ipad 2.the ipad gets notifications iphone doesn't,other apps installed on both devices receive notifications on each device

how iphone receive notifications these apps?

 

it happens time on iphone. think 2 apps working good. tweetbot/twitter , mail. pushes e-mail time.

facebook etc isn't working.
