Can the old iPhone 2G be used on the AT&T family plan?

my wife , have iphones at&t. i'd add third line , have original iphone in day.
at&t legitimately allow me add line iphone @ $9.95 month family plan (without data)?
called at&t placed on perpetual hold...

 

yeah, add line using dumbphone , switch sim original iphone.
