LTE sign up not available on New iPad?

here in canada, none of telecoms allow sign plan directly on new ipad. allowed on original ipad , ipad2. if have new ipad, have call service provider or visit in store, have credit check done , sign recurring plan. same in other countries? if so, major step back. i'm thinking of returning wifi+4g in exchange wifi version.

5)rogers offers sharing of data between smartphone , ipad $11.93 month. must have "share enabled data plan". if not, please call rogers , kindly ask them switch 1 (no cost or no contract extensions!) , will.
6)tethering included in these "flex data tablet" plans on big 3.

^ yes, apple's ease of use has been severely compromised canadian carrier's greed. need make big fuss them change. when original iphone launched 100mb maximum plans, canadians took internet protest , carriers changed minds , offered 6gb plans $30. let's again!
